The Florida Building Code’s High-Velocity Hurricane Zone is Miami-Dade and Broward counties. It is not the rest of the state. Outside it, opening-protection rules turn on the wind-borne debris region, which the code defines by design wind speed and by distance from the coast, so the answer belongs to the address, not to the county name. Look up your site with the ASCE 7 Hazard Tool and confirm with your building department.
